Over subsequent years, the cemetery experienced varying degrees of neglect, especially during the 1950’s. In 1966, St Kilda Cemetery sold its last five grave sites and faced financial crisis. It had no capacity to fund maintenance for future generations. As a result, legislation was passed and the Trustees of the Necropolis Springvale were entrusted with the management responsibility of St Kilda Cemetery in February 1968.
In effect the State Government transferred its financial responsibility for the cemetery to Springvale. The cross subsidy continues, even today.
